Diversifying the Nursing Workforce:
A California Imperative

California's nursing workforce does not reflect the state's ethnic and gender diversity. Although the reasons for this discrepancy are complex, key systemic and cultural barriers prohibit many young people from low-income, immigrant and ethnically diverse backgrounds from pursuing careers in health care. At the same time, there is a great deal of ethnic diversity among allied health workers in the state. Providing enhanced career options for these workers could yield broad benefits for the health care system, local communities and the individuals affected.

This study evaluated opportunities arising from the current nursing shortage to increase the participation in nursing of people from underrepresented ethnic groups and students from low-income backgrounds, and ways to create flexible career and education pathways for allied health workers to move into nursing. In addition to synthesizing workforce and educational data, this study included interviews with educators, employers, nursing policymakers, nurses, labor representatives and professional associations to identify systemic barriers and recommendations for action.
