Dr. Gary Dougan, DDS, MPH
, is the National Dental Director for Liberty Dental Plan. Formerly, Dr. Dougan was Dental Director of MetLife and Western Dental Services, Inc., which owns and operates a system of 220 general dentistry and orthodontic offices. He provides technical expertise to the quality management, regulatory compliance, provider relations, clinical auditing and dental consultant claims adjudication teams.
Dr. Dougan received his undergraduate degree from UCLA, and is a graduate of Georgetown University School of Dentistry, Washington DC. He completed a Master of Public Health Degree from UCLA, and a hospital dentistry residency at the LA County - USC Medical Center. Dr. Dougan is a native of the East Bay, and practiced dentistry for 20 years, 18 of them have been in the Oakland area. He is active in "organized dentistry," and is a past President of the Alameda County Dental Society, and its charitable foundation. He is currently a Trustee to the California Dental Association, and Chair of CDA's Leadership Development Committee,having chaired the last 2 Leadership Education Conferences. Dr. Dougan also provides dental consulting services to the Alameda Health Consortium Ryan White Dental Care Program, and other entities.
As a Certified Dental Auditor, and Certified Dental Consultant, Dr. Dougan has performed hundreds of professional reviews of dental offices, and reviewed thousands of claims. .He has been involved in dental insurance plan design, policy setting, regulatory compliance, grievance resolution, claims review and served as ombudsman for clinical and administrative review of patient complaints and provider disputes. He seeks to increase access to dental services, and education of the community and dentists regarding the changing trends in dental health care delivery.
